Dr. Chin graduated from the National University of Singapore, Faculty of Dentistry, after winning two scholarships from Singapore Press Holdings. He served his bond as a Dental Officer in the Ministry of Health under the National Healthcare Group. Dr Chin eventually became the Head of Dental Services at one of NHG's Polyclinics and also held the portfolio of Assistant Head of Manpower.

Dr. Chin is a member of the Aesthetic Dentistry Society of Singapore, American Academy of Cosmetic Dentistry, Singapore Dental Association and the Old Rafflesians Association. He serves as the Honorary Treasurer of the Aesthetic Dentistry Society Singapore and is a Fellow of the International Dental Academy.

He has conducted public outreach programmes by giving public health and career guidance talks at the National Healthcare Group Polyclinics, National University Hospital, Singapore Turf Club, Singapore Civil Defence Force and Raffles Junior College.

Dr. Chin practices General Dentistry with a keen interest in Implant, Aesthetic and Prosthetic Dentistry (dentures). Dr. Chin also enjoys and is proficient at treating and managing children, having spent one and a half years at the National University Hospital Dental Centre seeing patients on the Paediatric Dentistry waiting list.

An avid animal lover, Dr. Chin sits on the management committee for the Society for Prevention of Cruelty to Animals (SPCA Singapore) and is the chairman of its Shelter & Cruelty Sub-committee.
